As President and Chief Executive Officer, Steve Arner oversees Carilion Clinic, a $2.9 billion not-for-profit integrated health system headquartered in Roanoke, Virginia, serving more than 1 million people in Virginia and West Virginia.

Carilion Clinic includes seven hospitals ranging from the third largest in Virginia to mid-sized community and small rural or critical access hospitals. Carilion also operates complementary business lines, including home health, imaging services, pharmacies and free-standing surgical clinics and has a large physician group with more than 1,000 employed physicians.

Before becoming CEO in 2024, Mr. Arner served as Chief Operating Officer, managing the operations of Carilion Medical Center and physician practices, for 12 years.

He began his career at Carilion in 1996 as a financial analyst and has served as budget manager, Human Resources compensation and analytics director, hospital administrator at Carilion Rockbridge Community Hospital and senior vice president of Cardiothoracic and Vascular Services.

Mr. Arner served as the past chair of the board of directors for the Virginia Hospital and Healthcare Association and is the past state delegate of the American Hospital Association Regional Policy Board. He serves on the strategic planning committee for the America’s Essential Hospitals board of directors and is also on the board of directors for the Feeding America Southwest Virginia. In addition to his work at Carilion, Mr. Arner was an associate in CIGNA’s HealthCare Leadership Program from 2002 to 2003.

In addition to leading Carilion’s in-house legal department, Nick Conte oversees Carilion’s governmental and external affairs, philanthropy and claims management areas.  He also participates in Carilion’s VTC and rural health initiatives. As Chief Legal Officer, he advises Carilion’s various boards of directors and executive teams on a broad range of matters. 

Prior to joining Carilion, Mr. Conte was a Principal with Woods Rogers PLC, the largest law firm headquartered west of Richmond, where he served as its Chair/CEO. While at Woods Rogers, his practice focused on representation of public, private, and not-for-profit enterprises and their Boards and leaders.

Mr. Conte serves on the Virginia Health Care Foundation Board and the American Hospital Association’s Price Transparency Task Force.  He also serves on the Board of the Bank of Botetourt and on the boards of a variety of community organizations, including VERGE, Taubman Museum of Art, Virginia Western Community College Foundation, and the Roanoke Symphony Orchestra.

As Chief Operating Officer, Christopher Cullom partners with teams across Carilion to advance the organization's mission while continuing to strengthen operational performance, access to care, and the experiences of patients and employees.

He brings nearly 20 years of executive leadership experience across nationally recognized academic health systems, integrated delivery networks and community-based organizations.

Prior to joining Carilion, Mr. Cullom served as Chief Operating Officer for Thomas Jefferson University Hospitals in Philadelphia, part of Jefferson Health. He also held several leadership roles with Trinity Health Mid-Atlantic, University of Pennsylvania Health System, Tenet Healthcare, and University of Florida Health Jacksonville.

Mr. Cullom earned a Master of Science in Healthcare Administration and a Master of Business Administration from the University of Alabama at Birmingham. He is a fellow of the American College of Healthcare Executives.

As Chief Financial Officer for Carilion Clinic, Don Halliwill oversees all financial activities of the organization as well as strategy development and implementation across clinical and business lines.

He joined Carilion in 1997 after several years in health care finance. He gradually assumed increasing management responsibilities, including CEO of Carilion New River Valley Medical Center and CFO of Carilion’s hospital division, before being named to his current role in 2013. As Carilion’s CFO, Mr. Halliwill helped lead its re-organization from a hospital system to a patient-centered, physician-led Clinic while successfully navigating the impacts of payment reform.

He earned his undergraduate degree from Virginia Tech and master’s of business administration from Wake Forest’s Babcock School of Business.  

As Chief Physician Executive, Dr. Seupaul is responsible for the operation of Carilion’s multi-specialty physicians group, which employs more than 800 physicians and 300 nurse practitioners and physician assistants across 70 medical specialties throughout Virginia. He leads Carilion’s efforts to balance clinical, education and research practice to ensure clinical excellence to reduce cost of care while improving quality and the patient experience.

Dr. Seupaul came to Carilion from the University of Arkansas for Medical Sciences, where he was the executive associate dean for Clinical Affairs and the Stanley E. Reed endowed professor and chair of Emergency Medicine in the College of Medicine. He is nationally recognized for his expertise in evidence-based medicine education and the application of science to health care, and he serves on several national boards for Emergency Medicine.

Dr. Seupaul graduated Alpha Omega Alpha from the Honors in Medical Education Program at Northwestern University in Chicago. He completed his residency in Emergency Medicine at Carolinas Medical Center in Charlotte, NC, where he also served as chief resident. He recently attained his master’s degree in health care delivery from Dartmouth College.

Nancy Howell Agee is Chief Executive Officer Emeritus of Carilion Clinic.

She focuses on philanthropy, growing Carilion’s partnerships and continuing to develop the health system’s reputation statewide and nationally. Ms. Agee served as CEO from 2011 until Oct. 1, 2024, and will continue as CEO Emeritus through September 2025.

Before becoming CEO, Ms. Agee served as executive vice president and chief operating officer. During her tenure as COO, she co-led Carilion’s reorganization from a collection of hospitals to a fully integrated, physician-led clinic. The reorganization resulted in a partnership with Virginia Tech to create an allopathic medical school and research institute.

Ms. Agee is recognized nationally as a health care leader and is past chair of the American Hospital Association, a membership organization representing the nation’s 5,000 hospitals and health care systems. She was named one of Modern Healthcare's 2021 Women Leaders Luminaries that recognizes executives whose careers have been defined by reshaping the industry. She was first named to Modern Healthcare’s biennial list of Top 25 Women Leaders in 2017 and is perennially among its 100 Most Influential People in Healthcare. She is a former member of The Joint Commission’s Board of Commissioners and past Chair of the Virginia Hospital & Healthcare Association and the Virginia Center for Health Innovation.
